While I'm sure a small minority would like fair fights (but I guess in theory the duel arena offers that), it seems the vast majority of lively volcano runescape players just wish to kill others for whatever their motives may be. Back when I bothered sometimes, with warbands I watched people kill me and pick up nothing or basically nothing for the hassle. If the place is populated enough funds ARE restricted at warbands, and yet more than a couple times I picked up my resources in where I died and went about my skilling intent as intended.

Consider all the different revs you will find, and have them actually scale up with each tier of rev - imp rev would be something similar to giant mole or KBD if you've got 50s stats, and dragon rev are something such as ripper demons, or perhaps rax, if you are maxed. Make them appear somewhat similarly to wildywyrm (but don't show a icon on world map); there could be a wide range of just how many are spawned and where they are on every world; could be none on earth A but 20 or 30 revs spawned on earth B, which means that you will never know if you're about to get ambushed by 4 or 5"ripper demon"-like revs or if there would just be 1"giant mole"-like rev.
They could have different effects, so if you bring the right equipment but others you'd wish to instantly run from if you had the equipment and saw to try to take them all on a number of them you may choose to choose. Think likewise to a number of the dg bosses, where they can 100% plead shield from different styles, or else they could do constant poision damage like greg and if you don't have venomblood or antipoision you'd basically get instakilled from the poision in case you didn't run.They could absolutely be frightful, but still beatable when you've got the ideal equipment, for any amount, if they had been reworked correctly.
Paradoxically the wilderness is lifeless and will remain dead regardless of wtf they do so long as it remains pvp. Lets be honest rs3 is a pvm sport since that's just the way it is, and pvp is dead and will stay dead. But there's little to no hope for this ever changing or moving away Because... Look at the sand casino! Extremely Unhealthy for runescape One of the easiest approaches to RWT and with scammers that scam more what people lure. Additionally gaming is promoted by it and it also creates a runescape player shed money's feeling.
